Urban Transformation Solutions & Construction Contracting Model — Savaş Grup

Urban Transformation

For buildings classified as at-risk under Türkiye's Law No. 6306, Savaş Grup A.Ş. offers a construction-contracting model instead of flat-for-land: owners keep their full land share while the building is demolished and rebuilt for a fixed, quantity-based fee. Risk assessment, design, permits and construction are handled by one team; the process averages 12–18 months.

In urban renewal, the biggest loss for property owners is having to hand part of their units to a developer. For at-risk buildings under Law No. 6306, Savaş Grup A.Ş. offers the construction-contracting model instead of flat-for-land: owners keep their entire land share, and the building is demolished and rebuilt at a fixed price based on quantities. Risk assessment, support applications, design, permits and construction are handled in one hand; the process takes 12–18 months on average.

Contract, payment and inspection details are explained step by step in the construction-contracting alternative to flat-for-land.

Scope: One Contract from Assessment to Occupancy

  • Risk assessment with a licensed institution; interpretation of the performance analysis report
  • Owners' assembly briefing, decision minutes and contract structure (simple-majority rule)
  • Preparation of "Half on Us" (Istanbul), rent-support and loan applications
  • Architectural, structural, mechanical and electrical design; soil survey; municipal permit
  • Evacuation plan, demolition and excavation
  • New building to TBDY 2018: C30+ concrete, ductile detailing, thermal and waterproofing, lift and parking
  • Sample-flat approval, finishes, common areas
  • Occupancy permit, title update and turnkey handover

2026 Support and the Picture by City

In Istanbul, buildings with a risk assessment completed by 31 December 2026 qualify for the "Half on Us" grant + loan + relocation package (under the decision in the Official Gazette; an extension to the end of 2027 was announced on 7 September 2026 but has not yet been published); see your building's total instantly with the "Half on Us" support calculator. In Ankara, İzmir and other provinces the Ministry's general rent-support and loan programmes apply. Priority districts, support amounts and process differences by city are in our guides: Istanbul urban renewal 2026, Ankara urban renewal and strengthening, İzmir urban renewal 2026.

Step by Step

  1. Free initial consultation — building, title and zoning status; briefing at the owners' meeting.
  2. Risk assessment (3–6 weeks) — report, provincial approval, title-deed annotation.
  3. Decision and contract — simple-majority decision; quantity-based contracting agreement, progress-payment plan.
  4. Support applications — "Half on Us" / rent support / loan.
  5. Design and permit (2–4 months) — sample flat and material list approved by the owners.
  6. Demolition and construction (10–14 months) — independent building inspection and regular owner updates.
  7. Occupancy and handover — occupancy permit, title deeds, keys.

Can the Building Be Strengthened Instead?

If the performance analysis concludes "can be strengthened", demolition is not the only option. Our decision table by building age, concrete strength, zoning rights and budget is in strengthen or rebuild; our building renovation and strengthening team works under the same contract structure. Note that "Half on Us" funds demolition and rebuild only.

Why Savaş Grup?

Where We Work

Headquartered in Istanbul, we work with owners' assemblies on both sides of the city — Avcılar, Bahçelievler, Bağcılar, Kadıköy, Maltepe and Kartal above all — and in Ankara and İzmir. Share your building's risk report or address; we will brief the owners' meeting free of charge and prepare a quantity-based proposal.

How to Choose Between Urban Transformation Companies

Choosing a contractor for urban transformation is a more binding decision than buying a flat: you sign on behalf of all the owners and there is no way back. When looking at urban transformation companies, check:

  • A finished transformation. Not one that has started — a building with its occupancy permit, with owners moved back in. How many units, which district, how many months.
  • Security. Does the contract carry a bank guarantee or a mortgage against overrun? If not, the owners pay for the delay.
  • Rent support and relocation. Who files the state rent-support application, and who stands in between if payment is late?
  • The basis of the flat-for-land ratio. The ratio follows from land value and construction cost, not from haggling. The firm should be able to show you that calculation openly.
  • The owner-majority process. Does the firm run the risk assessment, the notifications and the decision meeting, or does that burden stay with you?

Savaş Grup works both models — flat-for-land and construction contracting — with assessment, permits, construction and occupancy gathered into a single contract and the programme written into it.

Urban Transformation FAQs

01What are the steps of urban renewal?
After a free initial meeting come the at-risk building assessment (3–6 weeks), a majority decision and a quantity-based contracting agreement, support applications, design and permit (2–4 months), then demolition and construction (10–14 months); the process ends with the occupancy permit, title deeds and handover. Independent building inspection and regular owner updates run throughout.
02Why construction contracting instead of flat-for-land?
Under flat-for-land, usually 30–50% of the land share passes to the contractor and the cost stays hidden in the flats you give up. Under contracting, the land share and every flat stay with the owners; the cost is fixed in a quantity-based contract, financing comes from public grants and loans plus the owners' contribution, and quality decisions are the owners'. On plots with very high land value flat-for-land can still make sense; we calculate and compare both models.
03Can I benefit from state support?
In Istanbul, buildings assessed as at-risk by 31 December 2026 qualify for the "Half on Us" (Yarısı Bizden) grant, loan and moving support (under the decision in the Official Gazette; an extension to the end of 2027 was announced on 7 September 2026 but has not yet been published); in Ankara, İzmir and other provinces the Ministry's rent support and loan programmes apply. We prepare the application files. "Half on Us" covers demolition and rebuilding only, not strengthening.
04Who decides on the new building's materials?
The owners. At the design and permit stage the sample flat and the materials list are put to the owners for approval; the list becomes an annex to the contract. Construction proceeds under independent building inspection.
