Villa Construction Cost in Türkiye 2026: Official Unit Costs and What Drives the Budget

Under the Ministry's 2026 approximate unit costs, a detached house costs 21,050–33,900 TL/m² excluding VAT. Worked examples, the TÜİK increase and the items people forget.

The cost per m² of a villa is not a single number; it changes with the floor area, the structural system, the ground and the materials. There is, however, a public, dated and official starting point: the approximate building unit costs published every year by Türkiye's Ministry of Environment, Urbanisation and Climate Change. This article sets out the 2026 values, how costs have moved since (TÜİK), and the items most often left out of a villa budget. The figures are for information and are not a binding offer.

The Official Reference: 2026 Approximate Unit Costs

The communiqué published in the Official Gazette of 3 February 2026 divides detached and semi-detached houses into three classes by the gross floor area of the unit:

According to the communiqué these values include 15% overheads and 10% contractor's profit and exclude VAT. Its purpose is to calculate architectural and engineering fees; it describes a building of average quality and is not a market price. It is nonetheless the only public, official benchmark updated every year, and a good starting point when you assess a bid.

These figures cover the building itself only. Land, VAT and permit fees are not included; the pool, landscaping and site works are not part of the floor area and are calculated separately.

Since February: the TÜİK Construction Cost Index

The communiqué was published in February 2026 and costs have kept rising since. According to the July 2026 Construction Cost Index released by TÜİK (Turkish Statistical Institute) on 10 September 2026, construction costs rose 28.33% year on year and building construction costs 28.37%; materials rose 27.13% and labour 30.51%. Bids received in the second half of the year are therefore commonly above the communiqué values. We track the monthly changes in our construction cost guide.

How the Budget Splits

In a turnkey building, roughly 45–50% of the cost goes to the structural works (foundations, frame, slabs, roof), 40–45% to finishes (façade, joinery, insulation, services, tiling, paint, kitchen and bathrooms) and 5–10% to additional works (landscaping, parking, lift and the like). In a villa the finishes share grows quickly with the grade of materials: natural stone, large glazed façades, imported joinery and smart-home systems drive this line. Decisions That Drive the Cost

  • Gross area: the 200 and 500 m² thresholds change the official class and with it the reference unit cost.
  • Structural system: reinforced concrete, steel or prefabricated. Steel and prefab usually shorten time on site; how the cost per m² changes depends on the project, so compare on the same quantity survey.
  • Ground: piles, ground improvement and, on a sloping plot, retaining walls change the budget markedly; a price given without a soil survey is incomplete.
  • Façade and joinery: share of glazing, stone cladding and solar-control glass.
  • Grade of finishes: floor coverings, kitchen, bathrooms, interior doors and lighting.

Items Often Left Out of a Villa Budget

  • Ground improvement, piles and retaining walls
  • Pool, pool plant room and pool heating
  • Landscaping, irrigation, outdoor lighting and boundary wall
  • Smart home, security and backup power
  • Kitchen, appliances and fitted furniture (is it in the contract?)
  • Design, building inspection fees, permit fees and utility connections
  • VAT

How to Get the Figure for Your Villa

The communiqué and the index give you a range; the figure for your villa comes from an itemised quantity survey once the plot, the soil survey and your requirements are known. Ask for an itemised bid rather than a single price per m², with what is included written down.
